Mexico
is now ranked as the number one country in the world for the crime
of kidnapping. Statistics demonstrate that there is a kidnapping
in Mexico City every hour with over 3,000 per year. By some estimates,
this is five times the number that is actually reported to law
enforcement. There are many different types of kidnapping. This
article focuses on “express” kidnapping, also referred
to as Kidnapping Express, an extremely interesting derivation of

Department
of Homeland Security’s Customs and Border Protection unit
is arranging to purchase a high performance inflatable patrol
boat and donate it to the civil protection department of the
country of Malta. This would be part of the U.S. Government’s
export control and border security program that will spend roughly
$38 million this year to help approximately 40 countries tighten
their anti-terrorism procedures.

In the last year, a series of natural disasters around the world
has led many federal agencies to address possible scenarios resulting
from such disasters. Currently, the DHS is contemplating a contingency
plan for sudden immigration problems. The plan under consideration
would temporarily house these immigrants in federal, state or local
prisons, assuming such detention facilities are located nearby
